Another problem is that you're depending on the honesty of the foreign record checkers.
Let's say that the State Dept. asks Sandistan for a record check on Mohammed Mohammed Mohammed. M-cubed is well known to the Sandistani security forces; he's blown up three cafes and an army base. What do you think Sandistan is going to do? Make sure he stays in Sandistan blowing stuff up, or let him come to the U.S. and blow stuff up?
