If they can get authorization to do that, they wouldn't prefer to be able to monitor calls? And knowing they could be shut down, those up to no good who depend on their phones couldn't just get a burner...?

At least they need a court order specifying which phone they want control of.

Unlike the USA, where Stingray users just tap every phone in range without court oversight.

Nah, I'm sure the criminals in England aren't smart enough to use burner phones and opt to get a regular plan.
