Hawaii would be the only state in the nation where this ruling would not apply (should it be appealed to and upheld by SCOTUS), and would allow police to do the stop and frisk because the "only ones" here would state in court "Your Honor, we knew this person in "the mere possession of a handgun" was illegally carrying a firearm because not one single person in the state of Hawaii may lawfully bear a firearm outside their home because no such currently valid permits have been issued."
